When most government entities do a “follow” or “rolling surveillance” they have a minimum of four agents and four vehicles.  Remember, minimum.  We are not those guys and gals.  It would be cost prohibitive for most people to employ those kinds of resources.

It is also difficult to stage a surveillance and not be “busted” by the subject.

Surveillance requires proper planning as well as the right mindset and equipment for the task.
